From the big 3, GCP and Azure offer the deepest discounts (Genoa and Cobalt 100 types), the former getting top place here. If you compare to the 3 year reservation chart, you are getting about twice the performance per dollar. AWS is much less generous, if you are on their cloud, Turin is once more your best bet. But even with AWS you are getting better value if you are using spot instances than other low cost providers.
